Where it applies

Applies to toys for the US market. Children’s products also require review of CPSIA lead, phthalate, tracking-label, third-party-test and CPC duties.

What the evidence needs to show

  • Clauses are selected from product design, age and foreseeable use
  • Children’s products generally require a CPSC-accepted lab for applicable mandatory rules
  • The CPC should cite applicable rules and test information rather than only “ASTM passed”

Build the evidence in this order

  1. Determine age and toy category
  2. Build the ASTM F963 and CPSC rule matrix
  3. Test representative samples and resolve failures
  4. Have the responsible party issue the CPC and ongoing records

Common misunderstandings

  • Distinguish the ASTM publication from the version currently accepted by CPSC
  • Toy-safety compliance does not automatically cover packaging, radio or other product functions
