Understand the service in detail
Children’s products for the United States need a testing plan based on the actual product, intended age group, materials and applicable requirements. TTS helps organise product information and coordinate a defined testing scope. A useful starting point is to separate the components and material variants, identify existing evidence and agree which rules the proposed testing will address. Where mandatory third-party testing applies, the laboratory’s CPSC acceptance must cover the relevant testing scope. Laboratory suitability and the responsible certification party are confirmed for the project.

01Product classification
Identify intended age, normal use, foreseeable interaction, components, coatings and accessories.
Children’s products, children’s toys and child-care articles can have different applicable requirements. A similar-looking product is not enough to define the scope.
02Requirement matrix
Separate applicable mechanical/physical toy requirements, lead in substrates or coatings, phthalates and other product-specific rules.
List the applicable requirements individually. One chemical result does not replace the remaining physical or labelling assessment.
03Laboratory and sample coverage
Confirm CPSC acceptance for the relevant testing scope, product variants and any proposed use of component-part evidence.
The laboratory name alone is insufficient; the accepted scope and the relationship between tested samples and marketed models matter.
04CPC and importer records
Align product identification, applicable rule citations, manufacturer/importer information and supporting testing records.
The responsible manufacturer or importer issues the Children’s Product Certificate (CPC); a laboratory test report is supporting evidence, not the CPC itself.

Keeping the old model name does not, by itself, establish that the old test results cover the new paint or material.

For toys, identify the applicable requirements of the CPSC-accepted toy-safety standard rather than applying every clause to every product.

Lead in surface coatings is a separate requirement from total lead in the underlying substrate. Identify the accessible coating and its test sample.

How to use the result
The report provides evidence for the agreed tests. The manufacturer or importer remains responsible for the required certification and product compliance; discuss gaps before relying on a report for a different model or changed material.

Practical questions
Can an EN 71 report replace US ASTM F963 and CPSIA evidence?
Do not assume equivalence. The markets, rules, test requirements and certificate responsibilities differ. Review the existing report against the US product-specific requirement matrix.
Can a supplier’s existing component report be reviewed?
Yes. Provide the report and traceability information so its relevance to the current product and testing requirements can be assessed.
