Where it applies

Applies to products legally classified as toys in the EU. Age grading, intended use and foreseeable misuse affect testing. Electrical, radio, cosmetic or food-contact features can trigger additional legislation.

What the evidence needs to show

  • EN 71-1 addresses small parts, sharp points/edges, tension, torque, impact, construction and warnings
  • EN 71-2 evaluates ignition and flame-spread risks for materials and certain toys
  • EN 71-3 assesses migration of specified elements by material category, not simply total content

Build the evidence in this order

  1. Confirm toy status and age grading
  2. Select applicable parts from construction, materials and functions
  3. Prepare representative finished products, instructions and material data
  4. Connect tests with risk assessment, technical file and DoC evidence

Common misunderstandings

  • EN 71 does not automatically cover every chemical, electrical, radio or labelling duty
  • Harmonised references change and must be checked against the current EU Official Journal, including restrictions
