01 / WHEN TO USE IT

Products for the US market

  • You are preparing a children’s product for the US market.
  • A retailer requests product-specific test documentation.
  • The design, materials, colour range or supplier has changed.
Understand the service in detail

Children’s products for the United States need a testing plan based on the actual product, intended age group, materials and applicable requirements. TTS helps organise product information and coordinate a defined testing scope. A useful starting point is to separate the components and material variants, identify existing evidence and agree which rules the proposed testing will address. Where mandatory third-party testing applies, the laboratory’s CPSC acceptance must cover the relevant testing scope. Laboratory suitability and the responsible certification party are confirmed for the project.

THE SERVICE AT A GLANCESAMPLE → METHOD → RESULT
  1. 01Age grading & use
  2. 02Applicable CPSC rules
  3. 03Accepted laboratory scope
  4. 04Manufacturer / importer CPC

A scope guide; the actual methods and criteria are agreed for the project.

02 / A CLOSER LOOK

Start with age, use and construction—not a generic toy test package.

Open a checkpoint to see the evidence recorded and how it informs your decision.

01

Product classification

Identify intended age, normal use, foreseeable interaction, components, coatings and accessories.

What this means for you

Children’s products, children’s toys and child-care articles can have different applicable requirements. A similar-looking product is not enough to define the scope.

02

Requirement matrix

Separate applicable mechanical/physical toy requirements, lead in substrates or coatings, phthalates and other product-specific rules.

What this means for you

List the applicable requirements individually. One chemical result does not replace the remaining physical or labelling assessment.

03

Laboratory and sample coverage

Confirm CPSC acceptance for the relevant testing scope, product variants and any proposed use of component-part evidence.

What this means for you

The laboratory name alone is insufficient; the accepted scope and the relationship between tested samples and marketed models matter.

04

CPC and importer records

Align product identification, applicable rule citations, manufacturer/importer information and supporting testing records.

What this means for you

The responsible manufacturer or importer issues the Children’s Product Certificate (CPC); a laboratory test report is supporting evidence, not the CPC itself.

ILLUSTRATIVE EXAMPLE

A tested toy changes its painted component.

  1. !

    The situation

A toy’s painted component changes supplier.

  2. ◎

    What to record

Compare the new paint and material with the tested construction.

  3. ↗

    The next decision

Identify affected requirements and the new evidence needed.

Read the full scenario

Illustrative example: a toy keeps its model name but changes the supplier of a painted part. Compare the changed component with the tested construction, identify affected requirements and review what new evidence is needed. Keeping the old model name does not, by itself, establish that the old test results cover the new paint or material.

03 / STANDARDS & REQUIREMENTS

The rule.
The scope.
The evidence.

Applicability and editions are confirmed for your product, market and project date.

CPSIA / 16 CFR 1250 / ASTM F963

For toys, identify the applicable requirements of the CPSC-accepted toy-safety standard rather than applying every clause to every product.

Official source & scope
16 CFR 1303 — lead in paint

Lead in surface coatings is a separate requirement from total lead in the underlying substrate. Identify the accessible coating and its test sample.

Official source & scope
16 CFR 1307 — phthalates

Confirm whether the toy or child care article and its components fall within the phthalate restrictions before defining the sample plan.

Official source & scope
Children’s Product Certificate / CPC

The certificate links product identity, applicable rules and supporting evidence. Importers should also check current CPSC certificate eFiling requirements.

04 / THE WORKING PROCESS

From your brief
to your next step.

01Prepare the brief

Send the product description, age group, construction and proposed market information.

02Start the work

Review applicable testing and confirm the laboratory, samples and quotation.

03Examine & record

Submit identified samples and resolve any technical questions during testing.

04Review & follow up

Receive the report and check that product identification and scope match the documentation being prepared.

05 / YOUR DELIVERABLE

A basis for
your next decision.

Product-specific test evidence for your compliance documentation.

How to use the result

The report provides evidence for the agreed tests. The manufacturer or importer remains responsible for the required certification and product compliance; discuss gaps before relying on a report for a different model or changed material.

06 / Discuss your project

What to send for a quotation

  • Product photographs, intended age group and model list.
  • Material and component details, including colour variants.
  • Retailer requirements, previous reports and manufacturer/importer information.

Practical questions

Can an EN 71 report replace US ASTM F963 and CPSIA evidence?

Do not assume equivalence. The markets, rules, test requirements and certificate responsibilities differ. Review the existing report against the US product-specific requirement matrix.

Can a supplier’s existing component report be reviewed?

Yes. Provide the report and traceability information so its relevance to the current product and testing requirements can be assessed.
